MA Trial Court

Supported the MA Trial Court in developing multiple strategic plans and a $164M IT capital plan to modernize court operations and improve the experience of court users across the Commonwealth

Massachusetts Department of Agriculture  (APR)

Partnered with MDAR to develop a clear, actionable strategic plan to strengthen the Agricultural Preservation Restriction program and align priorities, governance, and operations with the Commonwealth’s Farmland Action Plan

NAFI
Connecticut/Rhode Island/New York

Partnered with NAFI to develop a comprehensive strategic plan that aligned a rapidly growing organization around a shared vision, clear priorities, and an actionable roadmap

Technology Strategy, IT Planning & Modernization

Technology works best when it’s grounded in mission, operations, and user needs. We help clients assess current systems, define a future-state vision, and make smart decisions about what to modernize, replace, or strengthen. From IT planning and procurement readiness to integration, cloud transitions, and security considerations, we stay practical, focused on building resilient systems and setting teams up for long-term success.

Steamship Authority IT Assessment

Led a comprehensive IT assessment and multi-phase modernization roadmap to reduce risk and replace mission-critical legacy systems

Town of Tisbury

Starting in late 2024, Gibbous partnered with the Town of Tisbury to assess its IT environment, develop a five-year strategic plan, and support implementation through policy development and a website launch

MA Department of Public Health SAS Enterprise Implementation

Supported MA DPH in migrating programs across the agency to a single enterprise SAS platform through governance design, phased implementation, and change management

Implementation & Delivery Oversight

Big change needs steady coordination. We step in as a hands-on partner to keep complex efforts moving, aligning teams and vendors, tracking milestones, managing risks, and maintaining transparency across decisions. We support the full delivery cycle: configuration and documentation, testing and cutover planning, training coordination, issue resolution, and go-live readiness, with a focus on clear ownership, visible progress, and fewer surprises.

Supported system design, stakeholder engagement, and implementation of a statewide Prescription Monitoring Program (PMP) to reduce opioid misuse and improve prescriber adoption

Massachusetts Early Intervention Program 

Provided hands-on delivery support to guide a multi-year transformation of a statewide Early Intervention system and operations serving 50,000 children

Chelsea and Holyoke Soldiers’ Homes Technology Transformation

Supported delivery of a complex technology transformation to modernize care delivery, align with CMS requirements, and implement interoperable clinical and business systems

Data Strategy, Analytics & Governance

Data is only useful if people trust it and can act on it. We help organizations build the foundations for data-driven decision-making: governance structures, clear definitions, prioritization workflows, and quality controls. Then we translate it into practical tools like reporting strategies, dashboards, data dictionaries, and performance measures that support day-to-day operations and leadership decisions.

Strengthened enterprise data governance, prioritization workflows, and coordination to support more transparent, data-driven decision-making

MECCS Systems Building Support, GIS Analysis, and ASQ Technology Review

Developed shared outcome indicators and GIS analyses to support data-driven collective impact and community-level action

Operational Improvement & Performance

If a process is frustrating internally, it’s usually worse for the people trying to access the service. We help teams understand how work really happens, identify what’s getting in the way, and redesign processes so they’re simpler, clearer, and more consistent. Our approach blends operational assessment with performance improvement, using evidence, feedback, and measurable actions to drive meaningful change over time.

Delaware WIC Breastfeeding Performance
Improvement Project

Supported long-term performance improvement using metrics, peer learning, and continuous feedback to increase breastfeeding outcomes statewide

MA Autism Spectrum Disorder (ASD) Diagnosis Barriers 

Identified workforce and system barriers to timely ASD diagnosis through provider interviews and family-centered qualitative research

Delaware or Vermont Veterans’ Homes

Completed an operational, governance, and regulatory assessment to benchmark performance and guide improvement across care delivery

 

Conducted a comprehensive market and needs assessment to inform strategic planning for future veteran care delivery and site development

Access, Equity & Service Experience

We partner with organizations that want to remove barriers and improve how people experience services across health, legal, education, and more. That means designing around real user needs, navigating regulatory realities, and making improvements that strengthen fairness, dignity, and outcomes, especially for communities that are too often left behind.

MDAR Agricultural Workforce Strategy and Climate Readiness 

Developed a statewide workforce strategy to strengthen career pathways and expand equitable access to climate-resilient agricultural careers

Ohio Legal Assistance Foundation/ Ohio Legal Help

Supported planning, implementation, and long-term strategy for a statewide legal access portal designed around user needs and equity

MA WIC Workforce Assessment

Conducted a comprehensive workforce assessment to identify staffing, training, and recruitment strategies to improve access to WIC services for families across Massachusetts, including geographically isolated communities​
